Dr. Neil Clark

Dr. Neil Clark, Executive Director

A Management Consultant with over 25 years of professional experience in talent recruitment, assessment and selection. Neil was the founder of HireSmart in 1998, a Talent Management Company Focused on Finding, Hiring, and Retaining Top Performers. He has a Bachelors, Masters and Doctorate Degree in Psychology. Neil specializes in AI assisted recruitment technologies and psychometric talent assessments. He partners with CrossKnowledge for eLearning leadership development solutions and with PXT Select for talent assessment solutions. Neil helps hiring managers improve their hiring process efficiency and results. His consulting work shows recruiters how to find Top Candidates Quicker, Interview them Sooner, Assess their Job Fit Faster so they can make an offer to the Best Candidate before the Competition. He helps talent acquisition (TA) teams integrate these new AI Staffing Technologies to identify and engage both active and passive candidates in one recruitment platform, eliminating the need to read and review tons of resumes. Consulting with the North Dakota Board of Nursing, he designed and implemented a workforce planning study that was placed in the Library of Congress. This research was considered instrumental in raising the educational requirements for entry into the stateโ€™s nursing practice.

Highly experienced management consultant and human resource professional with extensive expertise in staffing strategies, hiring tools, talent management, IT Consulting and relationship management. Having hired 100โ€™s of technical and sales people in his career, Mark is a valuable resource to assist companies with world class tools to hire and retain the best candidate for each unique position. He has a BS in Accounting โ€“ LSU, an MBA in Finance & Marketing- University of Arkansas, and a PhD in Administrative Management โ€“ Columbia Pacific University. Markโ€™s work experiences include: VP of Business Development at Systems Source, Inc. where he was responsible for growing the client base, hiring and training, and for providing contract consultants, architects, developers and sales talent. Owner and manager of EMC Staffing, a boutique IT staffing firm which he successfully sold. Branch Manager of KPMG Consulting โ€“ Dallas and Chicago where he provided technical and sales personnel to internal KPMG departments in order to successfully complete consulting projects for clients. Network Engineering Manager for IBM where he managed the Texas and Louisiana divisions that supplied Cisco and Netware Engineers to client projects all over North America and Europe.
